The 3F Gap Explained with One Example Each

Functions: the law says states “may” devolve the 29 subjects — most states have transferred only fragments, leaving panchayats as implementation agents rather than decision-makers. Functionaries: a district panchayat typically has no district planning officer of its own; the staff belongs to state departments, so elected bodies supervise nobody. Funds: panchayats raise barely 1% of GDP in own revenue, surviving on central and state grants with tied conditions — a gram panchayat cannot even fix a road’s priority without a scheme permitting it.
